"The Netropolitan Club has closed."

Facebook has modified what content is banned from the social network, expanding the list of categories that its 1.4bn users worldwide are not allowed to post about.

The release of the guidelines was accompanied by the company’s latest “transparency report”, which revealed that government requests for information about its users from western governments had declined compared with last year.

Facebook has revised and extended its “community standards”, the rule book through which the company governs what is acceptable material on the site.

The company already takes down a range of violent and offensive content, such as pornography, clear nudity and posts supporting terrorist groups such as the Islamic State of Iraq and the Levant, also known as Isis.

But it has provided further detail on the types of “dangerous organisations” that are banned, as well as a wider array of material it deems inappropriate. This includes bans on images that are “focusing in on fully exposed buttocks” and “images of female breasts if they include the nipple”. Written descriptions of sexual acts in “vivid detail” are now forbidden.

Organisations involved in “violent, criminal or hateful behaviour” are deemed unacceptable, as well as altering images to “degrade” an individual or posting videos of physical bullying.

However, Facebook also said it would “always allow photos of women actively engaged in breastfeeding or showing breasts with post-mastectomy scarring”.

Mark Zuckerberg, Facebook’s founder and chief executive, said they “have community standards to establish basic rules across our community, including that threats of violence and bullying will be taken down”.

He added that the company was providing “explanations and examples of what isn’t acceptable to share on Facebook. Our policies themselves aren’t changing”.

Facebook employs hundreds of staff whose job is to respond to reports from users of inappropriate material appearing on the site. The company insists it will not scan its own pages, relying on users to flag problems instead.

But the way the company interprets its guidelines has caused controversy in the past. In 2013 it was criticised for allowing images and videos of people being beheaded to appear on its network, before making a U-turn within days to ban such content.

Under pressure from governments, online communities such as Facebook and Twitter are grappling with how to balance protecting users from such abuses while also responding to demands from law enforcement for their personal data.

Facebook’s latest transparency report shows that, in the second half of 2014, there had been a decrease in data requests from countries, including the US and UK.

The American government made 14,274 requests for information on users, with Facebook providing data in 79 per cent of cases — a slight decrease from the first half of 2014.

But there were increases in governmental requests in other countries including India, Turkey and Russia. This caused a slight rise in overall worldwide governmental requests from 34,946 in the first half of 2014, to 35,051 in the second half of last year.

This news came as a study by the Pew Research Center, a think-tank, showed that a slim majority of Americans object to government monitoring of citizens. It also revealed that many are taking greater steps to protect their privacy following the revelations by Edward Snowden, a former contractor for the National Security Agency.

According to the report, 30 per cent of all US adults have made changes to their online behaviour in the hopes of protecting their privacy, such as changing the sharing settings on social media, talking more offline or using social networks less.

However, more than half of those surveyed said that they found it too difficult to shield their online activities from prying eyes, despite the emergence of more services such as secure messaging app Wickr and private search engine DuckDuckGo.

Pew found that the public was split on the topic of online monitoring of American citizens. Some 52 per cent of those polled said they were concerned about US government surveillance, while 46 per cent said that they were not concerned.

However, a big majority — 82 per cent — said they were in favour of listening in to the communications of suspected terrorists.
